Innovation strategy

Two tracks, one acceleration engine

The three source texts set a new working order. Home Affairs unlocks subject recognition. The task force and Decree 440 lock six programs and yearly targets. Without a lawful subject, proposals stay in the 123 incomplete files.

Recognizing customary-law communities

Home Affairs 52/2014 and GR 16/2026: identify, verify through the MHA committee, issue a decree, then register with the minister. Provinces designate cross-district communities; the minister designates cross-province ones.

Designating customary-forest status

The Forestry Ministry verifies proposals, issues decrees, marks boundaries, and confirms the forest area. Official target: ±1.4 million hectares in 2025–2029.

Subject innovation

Recognize the people first, then designate the forest

Home Affairs Regulation 52/2014 and Government Regulation 16/2026 move the bottleneck to districts: identify, verify, issue a decree, then register with the ministry. Without a legal subject, the forest object cannot proceed.

GR 16/2026 splits joint decrees

Provinces designate MHA that cross districts. The Home Affairs Minister designates those that cross provinces. MHA that do not become adat villages are organized through village adat institutions, then given a register number.

A task force as the coordination engine

Decree 144/2025 was updated by Decree 121/2026. The task force joins the forestry ministry, local governments, CSOs, and partners so 95 complete and 123 incomplete proposals do not stall on separate desks.

Priority innovation

Clean-and-clear first, overlaps later

Only 32 proposals (53,497 ha, 3.7%) are free of overlap. Those are the acceleration priority. The rest — 43.6% in conservation forest — need the social-forestry, planning, conservation, and production directorates to align.

The Decree 440 work engine

The task-force slides once listed seven programs. The binding Decree 440/2026 folds them into six, with yearly indicators. Select a program to see strategy and actions.

Align central and local rules, open a provincial help desk, and facilitate local regulations. The legal subject must be recognized before the forest object can be designated.

As of April 2026 there are 218 proposals. 95 are administratively complete. 123 are not. Only 32 units are clean and clear — the acceleration priority. Almost 44 percent of the rest sits in conservation forest.

Riau has only 3 decrees covering 813 ha. On the list of 123 incomplete proposals, twelve Riau communities are waiting for regulations and maps — 49,133 ha in total, including Kampar kenegerian and Anak Rawa in Siak.
